Several cars came to me as freebies simply because they had a missing step or two, hardly a roadblock to a frugal modeler as myself. I use both heavy duty staples and brass wire as replacement stirrups, shaped to size, fitted and painted to match like so...
The finished product is hardly noticeable and readily becomes a happy member of my fleet...
