Nothing beats a 9 volt battery with a couple of alligator clips attached to help diagnose whether that old Tyco or Bowser has any life left in its motor. Just touch it to the wheels, 9 volts is enough to goose some life out of all but the worst motors. It will take a little experience to know which wheels, as a general rule, touch the left drivers/right tender wheels on steam models, on most diesels it's usually pretty obvious which ones pick up power.
